Resolved an issue where users who previously had the right to assign Tasks to other Users were unable to do so from the other User's Timesheet (New Timesheet only).

Fixed an issue wherein an error message was displayed for some Users attempting to access the Invoice tab through Client edit and when creating an Invoice Batch.
